Jaeger, Zipkin, and Prometheus are backends: they store telemetry and provide query and visualization interfaces. OpenTelemetry is the instrumentation and collection layer that sits in front of those backends. OTel can export to all three, but it replaces their proprietary client SDKs rather than replacing the backends themselves.
